As I've said many times in the past no one can summon your specific snakes/dogs/sugar gliders, besides you so the claim is meaningless.
I mean if Shadow wanted to be mean he could just deny my claim to Snakes and then... there goes that character! I can't really be an Oro character without snakes. Just seems unneeded.
Maybe if it became an issue that just everyone claimed Snakes or Toads or something we could limit the contract holders of a specific animal to five or ten or something?
Anyone who uses the Orochimaru tech CANNOT have any kg. None at all. This will count as your 'base' kg.
When you switch to a new host you gain any KG that they have. When you move to another new one you get theirs and so on.

Bocc's host body starts to die
Bocc: Looses the hosts kg due to the body dying and regains the Orochimaru technique *Bocc takes new body with Uchiha and haku's ice thing* He now has those KG.
These KG do not stack. Also a time needs to be put in play.
How often can it be done, how long does a host last.
Ideas:
How often: Once every 6 months Host last: 6 in total. 5 months into it the user will start to loose all kg and powers they stole as the body starts to die off.

My idea is that people shouldn't be in possession of the summoning contract itself. Those should remain with the elders or whatever for each summon. That way, anyone is free to use the summon should they happen to be teleported to the area where that summon lives and then follow through with signing the contract.
I can't remember exactly how it worked with Naruto when he signed the contract with the toads, but Jiraiya kind of pushed that on him. Had Naruto gone the route in which he used the summoning jutsu without signing a contract first, he may have been presented with an entirely different summon.

I kinda do need the snakes, they're sort of an integral part of the character. xD
@renkai: That was technically an anime only thing, the being warped to an animal home if you don't have a contract part. But it is also a very good reasons for people to be able to get whatever animal contract they wanted for their character. I would say that's a good way to have things work.

I just mean you can claim everything and use something else, like spiders would be sweet. Or possibly something similar.
There's a claimed list for a reason. Mostly due to the Sage mode associated with it and the summons inside the summon contract itself.
Let's take your character. Why can't someone just up and claim it as theirs? Cause you made it and took time to make it. This is the same for summons.

No, I don't think the whole summoning contract thing should belong to a person. If you are the only person who has signed the contract, you are the only person using that summon and therefore are most likely going to be the only person to use it (at least for a while). There are tons of animals, so I'm sure it's not going to be that everyone's first choice for what summon they'd like is going to stack up and have a bunch of people with the same summon.
If you want a summon, you can have it. Bottom line. I like what Kali said in her post in the random thread. This is already turning into a claim fest, which I specifically said in the beginning I did not want to happen. I wanted people to shy away from canon techniques and stuff so we can be creative and make something different. At this rate, it's going to be SL all over again.

In order for that to happen, they'd have to know who had the contract and then find them. Then they'd have to convince them to let them sign it. That's already too difficult for someone to get a summon that they want. That's why the contracts should stay with the actual summons and not one person.

NPCs can have an easy set of rules. If they are characters such as ANBU etc, from a specific village, they can be controlled by anyone who is actually from that village that is not involved in the thread otherwise.
For all other NPCs such as animals, tailed beasts or summons, they can be controlled by anyone of your choosing.
