The Land of Wind was a country that struggled to survive. The Wind Daimyo faced the challenge of a corrupt governmental system and a economic battle against poverty. The Land of Wind consisted largely of small, scattered towns. A town could survive well enough on its own, as the long-time inhabitants of the desert had learned where to draw water from and which crops could be cultivated for food in the arid environment. Unfortunately, with mobility between areas limited by the harsh conditions, no town could thrive.
To complicate matters further, as most of the merchants in the towns struggled to provide for themselves and their families, many of the able-bodied men and women either became warriors and sought employment as mercenaries or spies, or turned to lives of crime, lying, stealing, and killing just to get by. The shoddy towns only accounted for roughly half of the nation's population, while the other half consisted of nomadic tribes, either peaceful, dishonorable, or criminal, and those tribes' numbers were increasing. With the country in shambles, losing money and being run by a system that wasn't properly functioning, the Wind Daimyo feared that absolute collapse was inevitable.
An infant was born in the Land of Wind; a young boy whose parents were shinobi from Konohagakure no Sato, the Hidden Leaf Village, one of the great warring ninja cities. The chid's parents were killed by a roaming gang of criminals, and abandoned in a foreign land, the infant was raised and trained in the ninja arts by the nomadic peoples. Earning their respect by achieving great power and bringing the corrupt and criminal to justice, this boy, Yakan, grew into a man that was respected by the nomads, townspeople, and government officials alike.
Under Yakan, the Shodaime Kazekage, the village of Sunagakure no Sato was founded. With the help of many warriors and ninja, a great plateau was carved into the very shape of the great city. The merchants were united and able to trade and work together to produce better goods and services. The mercenaries and criminals abandoned their bounty hunting and became a force of shinobi to be reckoned with, who served to protect and defend the village and train the rising generation. With a functioning ninja village, the Land of Wind was able to begin retaining profit and the Wind Daimyo then had the resources to reform the government and forge ahead into a new era.

Additionally, Fūton ninjutsu is the most common nature transformation, and Jiton ninjutsu is the most common kekkei genkai.
